The ASG accomplishes this by (I)<br>ensuring a welcoming, safe, and inclusive environment, (II) Representing the student<br>community by providing input and collaborating on initiatives with other administrative<br>branches of Bellevue College (BC) and the Bellevue College Governance (BCG)<br>concerning the well-being of the student community, (III) Initiating and coordinating<br>student activities, and (IV) Providing recognition and funding for student-led<br>organisations. Additionally, the ASG Board of Directors oversees the Services &amp;<br>Activities Fee (S&amp;A Fee), the Student Environmental Sustainability Fee (SESF), and the<br>Student Technology Fee (STF).<br>Last Updated<br>Winter 2022 6 of 34<br>Bellevue College | ASG Bylaws<br>Article I: Board of Directors<br>Section 1: Membership<br>1.1 Positions<br>The ASG Board of Directors shall consist of the following positions, each<br>position being held by one (1) student:<br>Executive Positions: President &amp; Vice President<br>Representatives: Treasurer, Secretary, Social Responsibility Representative,<br>Events Representative, Public Relations Representative, Legislative Affairs<br>Representative, Emerging Technology and Entrepreneurial Representative<br>1.2 Membership Eligibility Criteria<br>Candidates for all ASG board of directors positions must submit an application<br>provided by ASG. Candidates are expected to meet the following requirements<br>by the winter quarter of the year of application:<br>A. Must have a 2.7 cumulative GPA of Bellevue College college-level credits<br>and maintain a 2.5 cumulative and 2.7 quarterly BC college-level GPA<br>throughout the tenure of the position.<br>B. Must have completed Twelve (12) college-level credits within Bellevue<br>College for an ASG Secretary position, thirty (30) college-level credits within<br>BC for ASG Representative positions and ASG Executive Board of Directors<br>positions.<br>C. All positions, except Secretary, are expected to present prior experience in<br>leadership in some form.<br>1.3 Selection of Candidates<br>Candidates applying for an executive position on the ASG Board of Directors<br>shall be appointed by election of the students as overseen by the Election<br>Committee. Candidates applying to a representative position shall be appointed<br>through a traditional hiring process overseen by the ASG Board.<br>Section 2: Elections<br>2.1 Positions determined by Election<br>Executive positions of the ASG Board (President and Vice President) shall be<br>determined by election of the students.<br>2.2 Campaigns<br>Campaigning includes, but is not limited to, the following activities, when such<br>activities are undertaken by a candidate, or a candidate\u2019s affiliates:<br>A. Distributing or posting flyers or other printed materials to support or oppose<br>a ballot measure, group or candidate.<br>B. Addressing crowds to support or oppose a ballot measure, group or<br>candidate.<br>C. Use of electronic media to publicly support or oppose a ballot measure,<br>group, or candidate.<br>D. Wearing and distribution of personal campaign apparel, such as t-shirts,<br>buttons, or pins.<br>F. Recruitment of affiliates, implementation of campaign strategies, and<br>production of campaign materials.<br>2.3 Campaign Rules<br>Eligible Candidates campaigning for an executive position on the ASG board are<br>required to adhere to the following:<br>A. Campaigning will begin the school day following the orientation meeting.<br>B. A candidate shall not be in the immediate presence of a person voting or an<br>open ballot.<br>C. Social media posts, posters, pamphlets, handouts, and all other campaign<br>materials must be approved by Student Engagement and be used in<br>accordance with the Student Engagement posting policies.<br>D. Events related to ASG elections or a campaign must be approved by<br>Election Committee.<br>E. Candidates shall not receive any materials or resources from any current<br>ASG Board of Directors member.<br>F. Campaign expenditures shall not exceed $150 USD per candidate and shall<br>not be reimbursed for said expenses. Proof of expenditures must be<br>submitted ten days after election results have been announced. This<br>includes donated goods and services (defined as \u201cany item that is<br>discounted or donated that a candidate, ticket, or ballot measure is using<br>explicitly and solely for campaigning that a candidate would have to<br>otherwise pay for.\u201d)<br>G. A candidate may not engage in plagiarism of any form, which is defined as<br>\u201cusing another person\u2019s work and presenting it as your own without giving<br>proper credit.\u201d This includes, but is not limited to, quotes, facts, and ideas<br>associated with campaigning.<br>Last Updated<br>Winter 2022 9 of 34<br>Bellevue College | ASG Bylaws<br>H. The use of volunteers must be approved by the election committee prior to<br>any form of public engagement. A volunteer is defined as \u201cany individual that<br>actively supports a candidate or ballot measure.\u201d In all instances, the actions<br>of a candidate\u2019s volunteer(s) constitute action of the candidate. Therefore, a<br>violation of any election policy herein on behalf of a volunteer is the<br>responsibility of the candidate.<br>I. Demagoguery of any form is not allowed. This is defined as \u201ca leader who<br>makes use of popular prejudices and false claims or promises in order to<br>gain power.\u201d This behaviour includes, but is not limited to, stoking fears,<br>appealing to emotion, validating false claims and\/or false information, lying,<br>and failing to adhere to the ASG Commitment to Civility.<br>J. A candidate in an ASG election is considered the victor based on receiving<br>the majority of \u201cyes\u201d votes cast per position. For unopposed positions, there<br>must be yes\/no voting options. If an unopposed candidate does not receive<br>the majority of the \u201cyes\u201d votes cast, they are ineligible to apply for that same<br>position for the remainder of that term of office.<br>K. In the case of a tie, there shall be one week of additional voting for the tying<br>candidates.<br>L. A candidate accepts all decisions made by the Election Committee.<br>2.4 Violations of Election Policies or Campaign Procedures<br>Failure to abide by the Campaign Rules outlined in the ASG Bylaws Article 1<br>\u00a72.3, interfering in an election, or missing campaign orientation meetings may<br>result in the immediate disqualification of a candidate as determined by the<br>Election Committee.<br>2.5 The Election Committee<br>I. Verifying the eligibility of candidates and ratifying the candidate pool.<br>B. Determine if a candidate has violated any rules or procedures.<br>C. Issuing official warnings and\/or disqualifications to candidates whom violate<br>campaign &amp; election rules.<br>D. Issue cease-and-desist requesting to stop a campaign from continuing a<br>specific behaviour, act, or practice. Failure to adhere to a cease-and-desist<br>request may result in the disqualification of a candidate.<br>E. Hear appeals flied against the election process and make a final decision.<br>F. Declare which candidate has been elected for each ASG Executive position.<br>II. Membership<br>The Election Committee shall be composed of: (I) The Dean of Student Life<br>(Chairperson) or designee, (II) One BC college staff or faculty, (III) ASG President<br>or designee, (IV) Two ASG officers or students-at-large.<br>III. Membership Selection<br>BC college staff or faculty and ASG officers or students at large shall be<br>appointed by the ASG President with the approval of the ASG Executives.<br>IV. Conflict of Interest<br>The Election Committee membership shall consist of persons whose presence<br>on the committee do not constitute a conflict of interest as decided by the ASG<br>President and Dean of Student Life.<br>V. Timeline of Establishment<br>Last Updated<br>Winter 2022 11 of 34<br>Bellevue College | ASG Bylaws<br>The Election Committee shall be established and have met at least once prior to<br>the application deadline for ASG positions.<br>VI. Appeals<br>A candidate may appeal a decision made by the election committee. All appeals<br>must be brought to the elections committee in writing to be reviewed. At the<br>request of the concerned candidate, they can meet with the Elections<br>Committee. Before issuing a decision, the Election Committee must hear the<br>perspectives of the candidates filed and filed against. A candidate may not<br>appeal an appeals decision.<br>VI. Appeal Procedures<br>Any candidate may appeal a decision made by the Election Committee in regard<br>to the election process or a disqualification no later than five (5) business days<br>after the decision has been made.<br>A. The appeal must be submitted in writing to the Election Committee chair.<br>B. The Election Committee shall hold a public hearing no later than five (5)<br>business days after the submittal of an appeal.<br>C. A decision shall be issued by the Election Committee no later than two (2)<br>business days after the public hearing.<br>D. Any candidate may appeal the election results no later than five (5) days after<br>the election results are announced. The appeal must be submitted in writing<br>to the Election Committee chair.<br>Last Updated<br>Winter 2022 12 of 34<br>Bellevue College | ASG Bylaws<br>Section 3: Training<br>3.1 Training<br>After the completion of the elections, the newly elected ASG Board members<br>shall be trained by the outgoing ASG officers or Student Programs Staff.<br>3.2 Transition<br>The outgoing ASG Executives, with the Advisor, shall plan a training orientation<br>workshop for the newly-elected members taking office.<br>Section 4: Expectations &amp; Responsibilities<br>4.1 Responsibilities by Role<br>A. ASG President: See Schedule A attached hereto<br>B. ASG Vice President: See Schedule B attached hereto<br>C. ASG Treasurer: See Schedule C attached hereto<br>D. ASG Emerging Technology and Entrepreneurial Representative: See<br>Schedule I attached hereto<br>4.2 Expectations for all ASG Board Members<br>Members of the ASG Board of Directors must:<br>Last Updated<br>Winter 2022 13 of 34<br>Bellevue College | ASG Bylaws<br>A. Work 19 hours per week during regular business hours. Regular business<br>hours are defined by Student Engagement. Board Members are expected to<br>participate in certain projects and events that occur outside of normal<br>business operating hours.<br>B. Adhere to the ASG Mission Statement, ASG Constitution, ASG Financial<br>Code, the Bellevue College Governance Charter, and the direction of the<br>Board of Trustees.<br>4.3 Expectations for ASG Executive Board Members<br>Executive Members (President and Vice President) are expected to manage and<br>direct all activities of the ASG. Executive Board members are responsible for<br>implementing all matters of legislation enacted by the ASG Board.<br>Section 5: Member Requirements During Tenure<br>5.1 Qualifications for all ASG Board Members<br>For the duration of their tenure in office, all Board members must:<br>A. Maintain a minimum grade point average of 2.7 while in office (the<br>Leadership Advisor may verify the GPA of all ASG Board members quarterly).<br>B. Be registered for and complete a minimum of eight (8) BC credit hours per<br>academic quarter with the exception of Summer Quarter to remain in<br>office.<br>Section 6: Conditions &amp; Procedures for the Removal of a<br>Member<br>6.1 Conditions for the Removal of a Board Member<br>Last Updated<br>Winter 2022 14 of 34<br>Bellevue College | ASG Bylaws<br>I. Failure to maintain of 2.7 GPA<br>If an ASG officer\u2019s GPA falls below the academic requirements of 2.7, they will<br>be placed on academic probation by the Leadership Advisor for the remainder<br>of the quarter. Any board member falling below the academic requirements for<br>two (2) consecutive quarters will immediately forfeit their position; no appeals<br>will be available. Any exception such as medical withdrawal must be explained<br>to and approved by the ASG Board of Directors through a two-thirds (2\/3)<br>majority vote, excluding abstentions. In the event that a board member does not<br>present their grades for the midterm, they will be given a five-day extension. If,<br>at the end of these five days there is no compliance, s\/he will immediately forfeit<br>their position.<br>II. Dereliction of Duty<br>Elected and appointed officials may be removed from the ASG Board for<br>dereliction of duty. Dereliction of duty may be defined as, but not restricted to<br>the following at the discretion of the ASG Executives:<br>\u2022<br>A. Three (3) unexcused absences from officially scheduled ASG Board of<br>Directors, Student Council or team meetings per term.<br>B. Not being representative of students.<br>C. Lack of confidence that the member is able to perform their duties as<br>expected, such as meeting deadlines, working collaboratively, following<br>through on assigned tasks, maintaining office hours, or attending meetings<br>and\/or training sessions, including retreats.<br>6.2 Procedures for the Removal of a Board Member<br>The procedures for the removal of a Board member are as follows:<br>Last Updated<br>Winter 2022 15 of 34<br>Bellevue College | ASG Bylaws<br>I. Any ASG officer may submit a formal, written complaint to the ASG Judicial<br>Oversight Chair, stating specifically how the board member is not meeting<br>performance or job expectations. The ASG Judicial Oversight Chair will present<br>the complaint to the ASG Executives. The ASG Executives will meet with the<br>board member in question and the board member issuing the complaint to hear<br>both perspectives. If the board member in question is one the ASG Executives,<br>the person will not be allowed to oversee or participate in official functions<br>regarding their own review.<br>II. The ASG Executives will send a formal letter to the board member in question<br>three (3) days after the executive meeting. The formal letter must include the<br>following:<br>A. An explanation of the action(s) made by the board member in question<br>B. The decision of the ASG Executives to issue a warning, a probationary<br>period, or a dismissal of complaint to the board member in question.<br>III. If the board member receives probation, the ASG Executives will assign some<br>tasks to the board member which they will have to finish within the probationary<br>period. Probation status of an ASG member is to be kept confidential among<br>the ASG Executives.<br>IV. After the two (2) weeks probation, the ASG Executives will reconvene with the<br>board member in question to review the concerns and make one of the<br>following decisions:<br>A. Dismissal of probation period, as which time the board member will be<br>reinstated to the original status and must perform all duties expected.<br>B. Recommendation of a vote of \u201cno confidence\u201d to the ASG Board of Directors<br>at the next official ASG board meeting.<br>Last Updated<br>Winter 2022 16 of 34<br>Bellevue College | ASG Bylaws<br>C. Vote of \u201cNo Confidence\u201d. A vote of: \u201cno confidence\u201d may be recommended<br>by any student for a lack of confidence in an ASG officer performing their<br>duties as expected, such as meeting deadlines, working collaboratively as a<br>team, following through on assigned tasks, maintaining office hours, or<br>attending required meetings and\/or training sessions \u2014 including retreats,<br>upholding the duties and responsibilities stated in the ASG By-Laws, or<br>failure of being representative of students.<br>V. After a vote of \u201cno confidence\u201d is called, a special ASG Board meeting will be<br>held. At this meeting, a decision will be made for the officer in question and<br>should a majority vote be reached. Prior to special meeting, the student officer,<br>along with the advisor, will be informed about the matter by the ASG<br>President.<br>6.3 Procedures for the Removal of a Board Member by request of a student<br>I. Any currently registered student at Bellevue College may call a vote of \u201cno<br>confidence\u201d, provided they have a reasonable amount of written proof that the<br>student officer in question has been continually failing to fulfil their duties.<br>II. Upon receiving a student&#8217;s call to a vote of &#8220;no confidence&#8221;, the ASG President<br>will motion for a vote of &#8220;no confidence&#8221; at the following meeting, and the ASG<br>Board will take a vote of \u201cno confidence\u201d regarding the concerned board<br>member, who may not have a vote.<br>III. If the vote of \u201cno confidence\u201d fails, the ASG Executives can rule and create their<br>own response to the board member by giving the officer in question an<br>extended probationary status, or reinstating the board member to their original<br>status.<br>Last Updated<br>Winter 2022 17 of 34<br>Bellevue College | ASG Bylaws<br>IV. After the end of the probation period and after the board member\u2019s status is<br>reinstated, the individual must perform all duties expected. If they do not, a vote<br>of \u201cno confidence\u201d will result in a permanent disqualification of any ASG<br>position.<br>Section 7: Removal of Members Prior to Inauguration<br>Individuals elected for executive positions or selected for non-executive ASG<br>positions may be removed from office prior to their inauguration for Dereliction<br>of Duty (See Article 1 \u00a76.1 Dereliction of Duty). The process for removing<br>members prior to inauguration is the same as Article 1 \u00a76.2 Procedures for the<br>Removal of a Board Member).<br>Section 8: Vacancies<br>8.1 Procedures for filling Vacancies<br>I. In the event of a vacancy, the ASG Executives will oversee the Vacancy<br>Committee. In the event that one of executive positions are vacant, the<br>remaining executive will appoint a temporary ASG Board member to the<br>vacancy committee with the approval of the ASG Board.<br>II. The ASG Vacancy Committee shall announce the vacant ASG Board position(s)<br>open to the ASG Board and the students. They will set a deadline for accepting<br>applications, interview all applicants meeting the position requirements, and<br>select a candidate.<br>III. Following elections, in the case of a Presidential vacancy, the position will be<br>filled by either the ASG Vice President or the ASG Treasurer as voted by the<br>ASG Board.<br>Last Updated<br>Winter 2022 18 of 34<br>Bellevue College | ASG Bylaws<br>IV. The ASG Executives may assign a current student to fill any ASG position on an<br>interim basis of up to two (2) months, excluding Summer quarter. They will<br>serve on an interim basis until the above vacancy procedures must be<br>completed.<br>Last Updated<br>Winter 2022 19 of 34<br>Bellevue College | ASG Bylaws<br>Article II: Meetings<br>Section 1: Meeting Procedures<br>1.1 Minutes<br>The ASG President may mandate any ASG Board\/Committee to keep written<br>minutes of the meetings and provide an agenda to all ASG Board\/Committee<br>members two (2) working days prior to the meeting.<br>1.2 Quorum<br>The ASG Board of Directors shall not deliberate without quorum, two-thirds (2\/3)<br>of the voting members.<br>1.3 Regular Meetings<br>The ASG Board of Directors shall hold regularly scheduled meetings every other<br>week and at least twice per month, except the last full week of classes, finals<br>week and during the breaks of each quarter and follow Chapter 42.30 of the<br>Revised Code of Washington. Regular meeting must be established before the<br>first day of Fall Quarter and maintained through the remainder of the current<br>term. During times when meetings are not requires, special meetings of the<br>Board may be held to conduct timely business.<br>1.4 Special Meetings<br>I. Any Member of the ASG Board may request a special meeting by submitting a<br>written request to the Chairperson outlining the need for the special meeting.<br>Last Updated<br>Winter 2022 20 of 34<br>Bellevue College | ASG Bylaws<br>II. The ASG Board Chairperson, on receiving such a request, must respond within<br>two (2) business days by either:<br>A. Scheduling a meeting<br>B. Putting in writing the reasons for not calling the meeting to the ASG<br>President\/Vice President.<br>1.5 Voting<br>I. Eligibility<br>All members of the ASG Board of Directors are eligible to vote on all issues.<br>Each member is entitled to one (1) vote.<br>II. Overruling a vote<br>The ASG Executives, upon agreement, have the right to overrule an unanimous<br>vote.<br>III. Rights for absent members<br>Any ASG Board member who is excused from attendance of an official ASG<br>meeting, and wishes to vote on action items that appear on the meeting\u2019s<br>agenda may do so by putting into writing\/email the following: their specific<br>voting position on the meeting action items, a signature and a date. The proxy or<br>absentee voting document must be turned in to and approved by the ASG<br>Board Chairperson 24 hours prior to the scheduled meeting time.<br>Last Updated<br>Winter 2022 21 of 34<br>Bellevue College | ASG Bylaws<br>Section 2: Absences<br>2.1 Absences<br>I. Absences<br>Members of ASG Boards\/Committees shall be allowed no more than three (3)<br>unexcused absences per ASG Board\/Committee per term. Requests to be<br>excused from an ASG Board\/Committee meeting must be submitted in writing<br>to the Chairperson at least twenty-four (24) hours prior to the meeting.<br>II. Status of meeting absence<br>The Chairperson shall inform the concerned ASG Board\/Committee whether<br>members not present are excused by the next scheduled meeting.<br>III. Appealing unexcused Absences<br>An ASG Board\/Committee member whose absence was not excused may<br>appeal the Chair\u2019s ruling to the concerned ASG Board\/Committee at the next<br>meeting. The concerned ASG Board\/Committee may overrule the Chair\u2019s<br>decision by a simple majority vote.<br>IV. Termination of absent board members.<br>The Chairperson of any ASG Board\/Committee may recommend to the ASG<br>Board the termination of any member from the ASG Board\/Committee who has<br>accumulated more than three (3) unexcused absences.<br>Last Updated<br>Winter 2022 22 of 34<br>Bellevue College | ASG Bylaws<br>Article III: Committees<br>Section 1: The Student Council<br>1.1 Membership Positions<br>Positions for the Student Council is stipulated in the Bellevue College<br>Governance Charter.<br>1.2 SC Chair<br>The ASG President shall serve as the chair of the Student Council. In the event<br>that the position of ASG President is vacant, then the ASG Vice President shall<br>serve as the interim chair. In the event that both the seats of the ASG President<br>&amp; Vice President are vacant, the ASG Board of Directors shall select an interim<br>SC Chair.<br>1.3 SC Officers &amp; Vacancies<br>SC Officers will be selected by the ASG President. Until SC positions are filled,<br>or in the event vacant positions due to resignation, removal, or recall, the ASG<br>Board of Directors will serve as SC Officers.<br>1.4 Responsibilities<br>The roles and responsibilities of SC members will be delegated by the ASG<br>President.<br>Last Updated<br>Winter 2022 23 of 34<br>Bellevue College | ASG Bylaws<br>Section 2: Established Committees<br>2.1 Citation Review Committee<br>I. Purpose<br>To adjudicate traffic citations issued by the campus Public Safety Department<br>for violations of traffic parking or other rules and regulations, make<br>determinations as to the appropriate disposition, and make recommendations to<br>traffic and parking rules.<br>II. Purpose<br>The S&amp;A Committee is to evaluate existing programs, propose program priorities<br>and budget levels, adjust budget requests to the yearly budget allocation, and<br>make official budget recommendations to the ASG Board of Directors as<br>outlined in the ASG Financial Code. For a complete breakdown of procedures<br>and operations, please refer to the ASG Financial Code.<br>2.3 Student Environmental Sustainability Fee (SESF) Committee<br>I. Purpose<br>The SESF committee is responsible for recommending allocations of the<br>revenues collected from the student\u2019s environmental sustainability fee. These<br>allocations should direct BC\u2019s sustainability and environmental program<br>investments based on BC\u2019s mission and goals, strategic plan, and with the<br>following objectives:<br>A. Broaden or enhance the quality of students\u2019 academic experience by<br>integrating sustainability into their curriculum.<br>B. Promote student\u2019s commitment to minimise global warming emissions by<br>supporting the institution\u2019s comprehensive plans to achieve climate<br>neutrality.<br>C. Provide leadership in our communities and throughout society by modelling<br>ways to minimise global warming emissions towards a thriving, ethical and<br>civil society.<br>II. All student organisations must complete and turn in the Club Chartering or Club<br>Re-Chartering application to the ASG Board of Directors.<br>II. A student organisation must maintain five (5) current students, each registered<br>for five (5) credits and a BC faculty or staff advisor.<br>III. A previously chartered student organisation must renew their charter annually to<br>be recognised as a re-charter. All Club charters expire at the end of each<br>academic year.<br>2.2 Requirements For All Student Organisations<br>All Student Organisations must:<br>A. Provide a list of at least five (5) students registered at BC, each registered for<br>a minimum of five (5) credits.<br>C. Abide by Club Chartering Procedures, ASG Constitution, ASG Bylaws, ASG<br>Financial Code, ASG Commitment to Civility, BC policies and regulations,<br>College District VII policies and regulations, and state and federal laws.<br>D. Maintain regular communication with their assigned representative.<br>2.3 Official Student Organisations<br>To be recognised as an official student organisation, an organisation&#8217;s<br>application must be approved by 2\/3 vote of the ASG Board following the<br>application review. Student officers and professional employees who are<br>designated as advisors are not paid to manage or run a student organisation.<br>If an organisation has student officers or advisors who are paid, that<br>organisation may still have access to some College resources and support, but it<br>does not meet the criteria to be designated as a student organisation at BC.<br>Section 3: Funding<br>3.1 Rules for funding from ASG<br>A. A student organisation cannot request funding prior to one quarter from their<br>approved charter.<br>B. A student organisation presenting a funding request must have a representative<br>present at the ASG board meeting.<br>C. All student organisations seeking funding must complete and submit the proper<br>form to the ASG Treasurer five (5) business days prior to the next regularly<br>scheduled ASG Board of Directors meeting.<br>D. The ASG Treasurer, with approval from the Director of Student Programs, may<br>allot emergency funding at his\/her discretion to be reviewed during the next<br>ASG Board of Directors meeting.<br>Section 4: Violations<br>4.1 Violation Procedures<br>I. Any chartered student organisation found in violation of Article IV \u00a72 of the ASG<br>Bylaws shall be referred to the ASG Judicial Oversight Committee. Upon<br>Review, the Judicial Oversight Committee May issue one or more of the<br>following written decisions:<br>A. Allegations dismissed<br>B. Official Warning<br>C. Probation (up to three months)<br>D. Probation and recommendation to the ASG Board of Directors for the<br>following to be considered within ten (10) business days at an official ASG<br>Board of Directors meeting:<br>\u2022 Revocation or withholding of club charter<br>\u2022 Revocation, withholding, or freezing of a student organisation&#8217;s assets and<br>funds<br>II. After receiving an Official Warning, an organisation must meet with their staff<br>advisor and the ASG Judicial Oversight Committee to develop an action plan to<br>address the issue(s).<br>III.
